Reed calls for proper funding for Upper Norwood Library

Steve Reed, left, with Robert Gibson and a group of library users in Upper Norwood yesterday

The chairman of the Upper Norwood Library Trust yesterday told how he wept when the doors to the library were closed for the first time as a result of funding cuts imposed by Croydon Council.

Robert Gibson was speaking to a public gathering outside the building, with the library facing another round of cuts from Croydon and Lambeth councils, who until recently had operated the amenity jointly for more than a century. On this occasion, Gibson and the campaigners had the support of Steve Reed OBE, backing which could yet prove critical to the library’s future.

“We know that Lambeth and Croydon are faced with cuts,” Gibson said. “But it is not hard politics to ignore a community. What is tough is how to deliver what a community wants, and find the funding to support this. This is what we want our local politicians to do. Stand up for Crystal Palace and make things better for the entire community.

“We don’t want pledges of support if that is not backed up with action and funding that supports this sentiment.”

St Andrew’s Church Centre opens a community cafe

Wealands BellWEALANDS BELL, left, the vicar of St Andrew’s on Southbridge Road, on how his church is working to place itself at the heart of its community

The place a church always wants to find itself is at the centre of its community.

This may not be possible geographically: it depends on how a town or village has grown since its church was first built. But certainly every church would want to be part of the life of the place it serves, aware of the local people’s needs and trying, without the benefit of any magic wand, to do what it can to help the community to thrive.

St Andrew’s Church is no different. Although a numerically small and financially limited community, we have been blessed with a beautiful building in which to live out our Christian calling; we hope to share this with anyone who turns to the church in need or who is prepared to be a partner with the church as part of a shared vision for building up the locality and its citizens. Sadvertiser’s senior journalist to leave paper after 46 years

The Redhill-based Croydon Sadvertiser‘s longest serving journalist, Ian Austen, is to leave the paper.

Ian Austen, right, receives his long-service award from the 2009 Croydon Mayor, Margaret Mead. Not that Austen ever worked for the council

Austen is retiring, Inside Croydon understands, at the end of May after nearly 46 years with the paper and its related titles.

In more recent times, Austen has appeared to be somewhat marginalised by his own paper, which has had an editor who has tended to disregard coverage of Town Hall politics as uninteresting. Austen’s reports rarely benefited from the promotion or positioning in the paper which they might have merited earlier in his career.

Meanwhile, recent figures from the Audit Bureau of Circulations show the Sadvertiser with its lowest weekly sale in history, having lost one-fifth of its weekly sales in the past two years.

Austen has been covering the local Establishment for so long, he has come to be regarded as part of that very Establishment. Above all, he became something of a rarity in journalism in 2015, a trusted reporter.

“He has been regarded by the leadership of both political parties as a loyalist to both Croydon and its council, and at least he has made the effort to continue newspaper coverage of council meetings,” one long-standing Croydon councillor told Inside Croydon.

£621,000 is price for a flat in Croydon’s Poor Doors scheme

Inside Croydon was banned from yesterday’s “pre-launch” of Vita, the yuppie flats development with Poor Doors being built in Ruskin Square.

The Vita residential “pre-launch” for Ruskin Square, staged in AMP House yesterday. Places for People banned Inside Croydon from attending

So these are the pictures, and the pricing details, which Places for People – who are managing the development on the site next to East Croydon Station – didn’t want you to see.

Places for People’s PR company ignored our request for an invite to the “pre-launch” and refused to answer our questions about the Apartment Apartheid they are introducing to central Croydon.

As we reported earlier this week, the scheme includes a segregated entrance for the occupants of around three dozen one- and two-bedroom “affordable” homes which are being included in the development as a condition of being granted planning permission.

But that didn’t stop Inside Croydon from accessing yesterday’s reception in AMP House, where it was announced that the developers will be putting the rest of their 161 apartments on the market at a range of prices up to £621,000. Continue reading

How the Tories have failed Croydon for five wasted years

CROYDON COMMENTARY: Even by the economic criteria laid out by the Tories in Croydon, led by Gavin Barwell, the past five years have been a failure, writes ANDREW FISHER

“We inherited an economy reliant on banking, immigration and debt,” declared Croydon Conservatives during the Croydon North by-election in 2012. Three years on, and after five years in power, let’s take their claim at face value and evaluate how the Tories have they done in changing that.

Banking

George Osborne, the Tory Chancellor, heralded his 2012 Budget as “the march of the makers”, saying it would rebalance the economy away from financial services and the service sector more generally.

Fisher graphEconomists divide the economy into four sectors: manufacturing, production, construction and services. All four sectors of the economy were sent into recession by the banking crash in 2008.

But while the services sector has recovered that ground, manufacturing, production and construction sectors all remain smaller than in 2008. The manufacturing sector is around 5 per cent smaller than in 2008 – so much for ” the march of the makers”.

Rail franchises’ profits are costing country £1bn per year

Trades unionists and campaigners were out at East Croydon and other railway stations around the country this morning calling for a publicly owned rail network that puts passengers before profits.

Govia Thameslink trainBritain has the most expensive rail fares in Europe, with those using the London commuter network suffering year-on-year above-inflation fare increases while being expected to endure a litany of poor service issues.

Glen Hart, who is standing in the General Election in Croydon North for the Trades Union and Socialist Coalition, was supporting those leafleting passing commuters on their way into London.

“Every year, privatisation wastes more than £1billion – with money leaking out in areas such as shareholder dividends, corporation profits and costs arising from fragmentation of our railways,” Hart said. “In the last financial year, taxpayers contributed £3.8 billion to the rail networks, while private train companies paid out £183 million in dividends to shareholders. We have the most expensive fares in Europe.” Continue reading

Barwell’s in bother yet again over his slipping standards

WALTER CRONXITE has uncovered another embarrassing episode for the MP for the Whitgift Foundation: Barwell’s Basil Fawlty-esque letters are now being officially investigated for a breach of Parliamentary privilege

Embarrassing: Gavin Barwell

Embarrassing: Gavin Barwell

Gavin Barwell, the MP for the Whitgift Foundation for the last five years, is back in bother over his dodgy campaigning activities.

Gaffe-prone Gav made the front page of the Evening Standard earlier this month after he sent out letters urging his supporters to write to their neighbours supporting him, but asking them to avoid mentioning David Cameron or the Conservative Party.

It was embarrassing enough that Barwell’s “Don’t Mention the Tories” letters were discovered on the eve of the election campaign.

But it looks as if they might be dogging Barwell, like a nasty smell, until well after Easter, since the letters contained another feature which has seen him listed as being subject to an investigation of his conduct by the Parliamentary Commissioner for Standards.

In Barwell’s case, though, this is not the first time he has been up before the Parliamentary beak. Continue reading

Upper Norwood Library investigates who got the loot

Despite all the on-going uncertainties over their library’s funding, the people behind Upper Norwood Library continue to work hard to provide a busy programme of activities for the community, at least on the days when the diminishing amounts of cash provided by Lambeth and Croydon councils permits them to be open.

The Children ActThe next month sees a full array of mothers-and-toddlers’ groups, history talks, the regular monthly book club – The Children Act by Ian McEwan on April 25, a study of “the intricate workings of institutionalised power”, if you’re interested, with a special money-off offer on the title with a local book shop…

And on April 9, there’s an Easter holidays fancy dress session for youngsters to meet the local constabulary from Gipsy Hill police station.

The session is entitled “Cops and Robbers”, and it’s up to the youngsters to work out who has made it away with all the loot… Continue reading

Poor Doors planned for Ruskin Square’s ‘Vita’ apartments

The first phase of residential development at Ruskin Square, on the prestigious gateway site next to East Croydon Station, is to include controversial Poor Doors for the residents of the 36 “affordable” apartments included in the scheme.

How the Ruskin Square first phase of residential development at East Croydon looks today: when finished, it will include Poor Doors

How the Ruskin Square first phase of residential development at East Croydon looks today from AMP House: when finished, the Vita block will include Poor Doors for those living in its 24 affordable homes

Places for People, who are managing the residential scheme for site owners Stanhope and Schroders, are planning what they call a “pre-launch” (whatever that piece of PR bullshit is supposed to mean) for the project this Wednesday, at which they will announce that they have decided to call the building “Vita”.

As in Ryvita, perhaps, since the 161 apartments in the fast-rising block seem certain to generate a lot of crisp bread for the developers: at current market values for one- and two-bed yuppie flats in and around Croydon, the apartments in the Vita block being built on a disused coal merchants’ yard alongside the railway tracks could generate more than £140million in sales.

Places for People went public with the scheme on Faustbook earlier this month, their publicity team choosing to emphasise how close the new properties will be to central London, rather than any attractions of living in Croydon. It is a familiar pitch used when marketing property to overseas-based buy-to-let investors. “Our pre-launch event is happening in the next couple of weeks,” they announced. “Register for your invite at http://www.vita-ruskinsquare.co.uk, or by email at live@ruskinsquare.com.”

Thwarted ZhongRong’s Tory peer is now backing Barwell

Might the Chinese industrialists and their Tory backers who wanted to privatise  Crystal Palace Park on the cheap now be eyeing the main chance in Croydon instead?

Tory peer Lord Bates: is he eyeing up the development chances in Croydon?

Tory peer Lord Bates: is he eyeing up the development chances in Croydon?

Inside Croydon poses the question after Lord Bates, the Tory peer who helped to launch ZhongRong’s audacious but ultimately failed Chinese takeaway of a south London park, was spotted in Croydon last week, offering his support to Gavin Barwell’s election campaign alongside hapless chief whip Michael Gove.

Conservative MP Barwell is defending a slim parliamentary majority in Croydon Central. He has frequently boasted of his “behind the scenes” role in the £1billion redevelopment of central Croydon by Westfield and Hammerson. But Barwell has tended to be more coy about his insider position on the board of the Whitgift Foundation, the major landowners and beneficiaries of the Hammersfield scheme. Continue reading

£1bn and at least three years’ disruption. And all for what?

CROYDON COMMENTARY: There’s a procession through the centre of town, with the Emperor at its head. Everyone is cheering and clapping. And then a little boy, ANTHONY MILLER, points and says, “What’s the point of the Hammersfield development?”

Is the real purpose of the demolition of the Whitgift Centre to make way for 600 apartments?

Is the real purpose of the demolition of the Whitgift Centre to make way for 600 apartments?

Several years ago, I said that there was a grand new plan to knock down the Whitgift shopping centre to build in its place a… shopping centre.

So what is the point of the Westfield and Hammerson £1billion redevelopment? What is its USP, its Unique Selling Point?

An animation on the website of the Croydon Partnership – the body created when Westfield and Hammerson came together for the venture – proudly shows us what the new “retail centre” will look like. To me, it looks rather like the old centre. Continue reading

Europe’s fastest man Dasaolu looking for flying start in 2015

Europe's fastest man, Croydon Harrier James Dasalou, is looking to a flying start in 2015

Croydon’s James Dasalou is confident of taking the 100m challenge to the top Americans this summer

European 100 metres champion James Dasalou is predicting even better things for 2015.

The Croydon Harrier, who won his first major outdoors title in Zurich last August, believes that his first full winter of hard training without interruption from injury for a couple of years will give him a platform to challenge for bigger honours, including a world championships medal in Beijing later this year.

That means managing to reproduce his sub-10sec performance – the mark of real world-class sprinting – with greater consistency.

“Last season I had an injury which delayed my progress from what I did in 2013,” Dasalou said this week. “This year there’s been no injuries, it’s been plain sailing and building on from what I did last season. Continue reading

Wandle Park gets £58,000; Waddon park bulldozed with £87m

There’s something bittersweet about the announcement this week that Croydon Council has been awarded £58,800 from City Hall towards the cost of improving pedestrian and cycling access to Wandle Park.

Improving access to Wandle Park is getting £58,000. Building a motorway through Duppas Hill Park is getting £87 million

Improving access to Wandle Park is getting £58,000. Building a motorway through Duppas Hill Park is getting £87 million

Sweet, because it is a cause that Inside Croydon’s loyal reader readily supported.

But bitter because fewer than 900 other Croydon residents bothered to complete the online voting form.

More bitter still, because while the spending on making it easier for people – whether on foot, on bikes or pushing baby buggies – to traverse the railway lines beside Waddon New Road is very welcome, the amount being doled out by the Mayor of London is just crumbs from the table compared to the millions being frittered away on new paving slabs and extra parking bays elsewhere in the borough, the misspending of “riot recovery funds” under the DisConnected Croydon scheme.

And bitterest of all, because while Boris Johnson and Croydon’s Labour-lite council is making a modest effort with a few thousands of public money to improve things for non-motorised transport to use a park in one part of the borough, a short walk away, the same public bodies want to spend many millions more to bulldoze through another public park so that more cars can drive into central Croydon. Goodbye and good riddance: Ottaway sails off into the sunset

Ahoy there: Richard Ottaway sails away from Croydon's troubles in August 2011

Ahoy there: Richard Ottaway sailed away from Croydon’s troubles in August 2011

So, farewell then Tricky Dicky Ottaway. You won’t be missed.

With the end of this session of Parliament, “Sir” Richard Ottaway is no longer the MP for Croydon South. He will be sailing off into the sunset; quite literally, apparently.

The Tory MP for the constituency for 23 years, his aloof, distant and self-serving attitude to the plebs of Croydon South was so bad, some are actually looking forward to having Chris Philp as their MP.

Ottaway, after all, is the former Royal Navy officer who dialled 999 to call out the police when in fear for his life when a handful of pensioners turned up at his constituency office during his routine MP’s surgery hours. Ottaway thought he was about to be executed by anarchists.

£50m deal clears away last objectors to Westfield supermall

Hammersfield – the “Croydon Partnership” formed between shopping mall developers Hammerson and Westfield – will pay out around £50 million to buy-out the irritatingly persistent minority owners of the freehold and managers of the Whitgift Centre, whose legal challenges and objections were threatening to delay further the redevelopment scheme for the centre of the town. The #CroydonTakeover nears completion.

One of Westfield's imagined views of how the new mall might look: much of this area will be closed off for building works for three years - beginning now in 2016

One of Westfield’s imagined views of how the new mall might look: much of this area will be closed off for building works for three years – beginning now in 2016

Even their choice of name was felt by some to be deliberately confusing – “the Whitgift Trust”, a body which is controlled by the Anglo Irish Bank – since they had no connection with the majority freeholders, the Whitgift Foundation.

The Whitgift Trust had become an increasingly expensive thorn in the side of Hammersfield and the Foundation, and ultimately of Croydon Council Tax-payers.

Who owns what: The land on which the Whitgift Centre is built is owned by the Whitgift Foundation, which runs the borough’s charity almshouses and its three large private schools. For a hefty sum of money, the Foundation granted a lease to Royal London Asset Management, who in turn granted a sub-lease to the Whitgift Trust.  The sub-lease included responsibility for the day-to-day management of the centre.
